Abstract
A good government of the territory, advanced culture, programming and coordination local system of property and assets, can not have a specific sector legislation and procedural. The territory and its government are the business environment where innovation, development, culture and identity are equilibrium points and their common denominator.
The City, when the city of Grosseto becomes the star of the important processes of planning, aims to investigate the range of identity that animate the phenomena of transformation and regeneration of the area, looking for reasons for projects more aware of the values \u200b\u200bat stake and more engaging for its inhabitants.
Among the many questions of the planning rules are the three themes that are addressed in the seminar days:
• The planned city: the city as the main protagonist and beneficiary of a possible change, intended as "public city" and as " public space "of social, cultural and symbolic public space generally attributed to the historical city. Why are fewer and fewer plans and projects only design experts and increasingly belong to people who live in the area and the city's time, it is essential to provide citizens with the tools necessary to 'authenticity tico and knowing process participatory. "
• Public and private quality of the city, the equalization in the planning rules: from principles to implementation.
• Research on integrated territorial aspects of landscape, agronomic and vegetation: the City of Grosseto and the City of Roccastrada a pilot scheme for the landscape planning. The research program activated in 2008, specific adaptation to the discipline of landscape, was commissioned by the city of Grosseto and the Municipality of Roccastrada the Department of Urban Development and Territorial Planning of the University of Florence, led respectively Prof. G. Corelli and Prof. Giuseppe De Luca. The experience is a pilot project to experiment with analysis and comparison of the agronomic aspects and vegetation in the dynamics of land use in time series (Cadastre General Tuscan Mainland - 1825) with detection of persistence compared to the evaluation of the landscape with the Cards PIT

GENERAL LAND TOSCANO OF LAND OF THE Grosseto and ROCCASTRADA: LAND USE
1825 City of Grosseto: 473.68 sq km area
Roccastrada: 284.40 sq km area
processing of the table is the graphical depiction in a GIS General of the Cadastre Tuscan Mainland (Leopold). The database provided by the Castor project is composed of rows of original maps and georeferenced map files, to which was added to the card file records compiled at the state archive of Grosseto by the research group. To allow direct comparisons with the land use map in 2007, the items taken from the original indicative tables were revised and merged according to the codes of the CORINE Land Cover Land Use Current. On October 7, 1817 Ferdinand III Lorena establishing the cadastre geometric particle of Tuscany, clearly deriving from the French Cadastre plot. Between 1812 and 1817, we proceed to copy, polishing and color of all the maps. The maps are then verified by the Deputation and atlases combined in the order provided by the maps together. Measurements of campaign ended in 1826, while the calculations for the division of the plots was completed in 1829, when the regulation is enacted for the conservation of land, which ended the period of activation and is operating a new land. The May 8, 1830 are provided to the expert estimators and instructions to make adjustments on the maps and set up the first register of preservation, called the Supplement to the registry table specified (State Archive of Grosseto), in which is the size of the particles, the property data and the respective land use.
Grosseto: E Roccastrada:
LAND USE 2007
For the analysis of land use to 2007 were used data from 'Lamm (Laboratory for meteorology, climatology and Environmental Modelling), revised in accordance with code of Corine Land Cover (5th level) used dall'agronomo Office of the Plan.
The two constitute a single territorial connotation common and recognizable aspects of the landscape, environmental and settlement, as a field of strong characters of identity secured in time throughout its long history.
Such identifying characteristics are therefore consistent expression of a relationship, yet observable, between human activities and land resources to be taken today as a collective and shared heritage of the area. The description and comparison of the elements of land use with the present to 1825 becomes the founding act for the sharing and recognition of its persistence.
